It is possible that you will be able to replace the ST185/80R13C tires on your 17' Bass Tracker trailer with 15" tires, but that is a pretty large jump in size so you will need to verfiy the clearance you currently have.
The smallest 15" diameter trailer tire is the ST205/75R15 which is about 2-1/2" taller and 3/4" wider than your current tires.

Assuming that your RV doesn't already have one, an anti-sway bar like # RM-1129-143 will keep your rear axle tied perpendicular to the frame which will be the most effective way to prevent the front end from getting squirrely on you. However, this option wouldn't affect your ride height.

It's never a bad idea to use a weight distribution system, they not only help with distributing weight but most also help with trailer sway. In certain cases, the vehicle manufacturer will actually require one for trailers over a certain weight. The general rule we use is that if the loaded weight of the trailer is over half the weight of the vehicle then you'll want to use one but you can certainly still use one even if you're under this.
